Seven Priorities of Russia's Development till 2024

The Centre for Strategic Research has published a brief version of Russia’s development strategy for the next six years. Experts from HSE also took part in the project.

Seven strategic priorities, which, according to the authors, will help Russia to achieve sustainable economic growth and a qualitative increase of citizens’ living standards, were published on the website. Later, more detailed materials on the strategy, which includes over 300 steps, will be posted on the website. 

While working on the strategy, the authors tried to answer the key challenges in all economic and social areas. Thus, they determined the main priorities of the country's development. Education, healthcare and social support are included in the priority entitled ‘Everyone matters’, the development of entrepreneurship is included in ‘The country of opportunities’, the application of new technologies in the real sector of economy and the creation of new industries come under the umbrella of the ‘Technological revolution’ category.

Two priorities were dedicated to the broad theme of public administration - ‘A state for citizens’ and ‘Protection and justice’. The priority ‘Development of cities and regions’ focuses on the environment we live in. Suggestions on relationships with other countries and the international competitiveness of Russian companies were described in ‘Key positions in the world economy’.

Work on the proposals started in April 2016 by order of the Russian President Vladimir Putin. More than 1,700 experts, including many from the Higher School of Economics, worked on the strategy plan. Thus, as part of the joint work between CSR and HSE experts in 2017-2018, a series of reports entitled ‘Human capital’ was prepared, with reports dedicated to an analysis of the situation in the fields of education, healthcare, demography, migration and the labor market and suggestions for future development.
