Argentine Ambassador Visits HSE University
The HSE Moscow campus held a meeting with Enrique Ignacio Ferrer Vieyra, the Ambassador Extraordinary and Plenipotentiary of the Argentine Republic to the Russian Federation. HSE Vice Rector Victoria Panova, Academic Supervisor of the School of International Regional Studies at the Faculty of World Economy and International Affairs Olga Volosyuk, and Head of the International Partnerships Office Ksenia Shevtsova took part in the meeting. The parties discussed opportunities for expanding academic cooperation, including student exchanges, translation projects, and joint research initiatives.
On behalf of HSE University, the embassy delegation was welcomed by Victoria Panova, who emphasised that HSE is actively developing cooperation with Latin America, including partnerships with Brazilian universities and the preparation of an agreement with the University of Buenos Aires. The vice rector also spoke about the main areas of the university’s activity, highlighting its international openness, involvement in global educational initiatives, and leading positions in international rankings.

‘In 2025, we will mark 140 years since the establishment of diplomatic relations between Russia and Argentina. This is an excellent occasion to strengthen academic and scientific cooperation. At HSE University, we are keen to develop partnerships with Argentine universities and to promote the Spanish language and Argentine culture. Already, more than 800 of our students are studying Spanish. We are open to launching joint educational initiatives, academic exchanges, and other forms of collaboration,’ stressed Victoria Panova.

Mr Enrique Ignacio Ferrer Vieyra thanked the HSE representatives for their warm welcome and noted that this visit was his first introduction to the university, about which he had heard a great deal. He presented the national programme Programa Sur, aimed at supporting international translations of Argentine literature, and invited HSE University to take part in it. He also proposed considering the organisation of a joint event in 2025 to commemorate the 140th anniversary of Russian–Argentine diplomatic relations.

Olga Volosyuk drew attention to the sustained interest of HSE students in Argentina. According to her, the university is actively developing Spanish-language programmes and plans to launch joint online courses with Latin American universities in the near future. ‘We see that students are not only learning Spanish but are also eager to gain a deeper understanding of Argentine culture. This provides a strong foundation for academic exchanges. We are already cooperating with the National University of La Plata, and in 2023, one of its professors gave a public lecture at HSE. I am confident that we have every reason to expand such formats with other Argentine universities as well,’ said Olga Volosyuk.
The Argentine ambassador’s visit to HSE University marked an important step in strengthening academic dialogue between Russia and Argentina. Both sides reaffirmed their commitment to continued cooperation and agreed to explore concrete forms of partnership, including within the framework of events dedicated to the 140th anniversary of diplomatic relations.
HSE University already has experience in collaborating with Argentine higher educational institutions. Since 2007, a cooperation agreement has been in place with the University of Business and Social Sciences (UCES) in Argentina. A new agreement on cooperation and exchange with the Faculty of Philosophy and Letters of the University of Buenos Aires—one of Latin America’s leading universities—is currently at the signing stage. HSE University also maintains ongoing academic ties with the National University of General San Martín, where joint research projects are being carried out in cooperation with HSE’s Centre for Fundamental Sociology.
